Justin Hyland - Senior Executive Lawyer
Justin is an experienced Administrative Law expert and a senior practitioner in AGS' Dispute Resolution group. Justin advises agencies extensively on a wide range of legal issues, including procedural fairness, information law issues and statutory interpretation. Justin acts as both advocate and instructing solicitor on behalf of Commonwealth government departments and agencies in matters brought before the Administrative Appeals Tribunal and the Federal Court.
Justin is an accredited trainer and frequently designs and presents training packages for a wide range of Commonwealth, ACT and other government agencies, including for senior executives.
Justin joined AGS in 2001 and has wide-ranging experience in handling legal matters for government agencies. Over the years, Justin has also spent time on secondment as chief legal counsel to a Commonwealth department and in other specialist adviser capacities. Prior to joining AGS, Justin worked in private legal practice in Canberra for several years and then as Senior Legal Officer with the Australian Fisheries Management Authority (AFMA).
Elena Arduca - Senior Executive Lawyer
Elena is a specialist administrative law lawyer with high level expertise in freedom of information (FOI), privacy, archives, administrative and judicial review. She has appeared as counsel in a number of significant FOI and privacy matters in the Administrative Appeals Tribunal and the Federal Court and regularly assists clients to resolve matters using alternative dispute resolution methods.
Elena has extensive experience in conducting privacy impact assessments for government agencies and assisting clients prepare for the reforms to the Privacy Act 1988. Elena helps clients draft manuals, policies and procedures for a range of administrative law issues. She can offer expert advice on the use of document electronic management system Casebook-Ringtail.
Elena is a highly regarded trainer and regularly conducts FOI, privacy and general administrative law training for clients. She also conducts client forums and seminars on significant information access issues for clients.
